Trump's Woke Alarm Misses Europe's True Threat: Economic Decline.

Donald Trump's national security strategy offers a misguided view of Europe. It claims that unrestrained immigration and what it terms "progressive" agendas represent an grave risk to the continent's identity. However, this perspective rests on a serious misreading of the situation. The actual challenge confronting Europe is not societal but technological and economic backwardness.

A Glaring Growth Divide Separating Europe and the US

The data reveal a stark contrast. Between 2008 and 2023, American economic output grew by 87%, compared to a paltry 13.5% increase for the EU. Over this period, EU GDP per capita fell from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now boasts a greater average income than major EU nations like Italy and France.

Currently, roughly half of the global top fifty tech companies are US-based, while a mere four are European.

The Technological Deficit: The Core Question

The growing disparity is driven by superior productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly American. Over the past five decades, hundreds of American startups have grown into companies valued at over $10bn, compared with just 14 in the European continent.

This disparity prompts a pressing question: In the race for future industries like semiconductors, AI, and fusion energy, what is Europe positioned? Most analysts concede it is essentially a two-horse race involving the United States and China, with Europe entering at a clear handicap.

Root Causes of Europe's Innovation Gap

A number of major factors account for this innovation chasm.

  • Venture Capital: The US boasts a much more robust and more dynamic network for funding startups. The EU still lacks a genuine unified investment market, a factor that caps the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A US startup can introduce a product under one set of laws to access a market of over 330 million. The EU, despite a bigger population, is divided among twenty-seven separate systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in defense has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, one can find reasons for hope. Policymakers are increasingly aware of the existential challenge and have started to propose serious reform. Key analyses on EU competitiveness and the single market highlight the need for major changes.

With the right incentives and rule changes, these assets might enable much higher degrees of commercial innovation.

Europe retains considerable strengths: high-quality workforce, top-tier education systems, and world-class research institutions. Alongside a vast domestic consumer base and high savings rates, these foundations could unleash a new wave of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in developing next-generation tech, it can still dramatically boost economic output by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now faces a decisive moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, the continent's slide in innovation has been steady. But, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could give way to a rapid and permanent loss of world influence.
